PDFs | Why can't I edit this PDF?

The purpose of a PDF file is to display the information in a non-editable "read only" format.

You may be able to copy and paste some content of the PDF to Word and work on an editable version that way.  Use the Text Select tool in the Adobe Reader toolbar to do this.
